The RJ4All Warm Hub: Building the first restorative post-code


How we're addressing the cost of living crisis...

The RJ4All Rotherhithe Community Centre is proud to now function as a warm hub for the community. We offer a series of free weekly activities including coffee, tea & music sessions, fitness classes, financial advice sessions, gardening and clothes mending workshops alongside our standard free community services including a food bank, community fridge, gym, library with free internet, and charity shop. Additionally, community members can find warm clothing, shoes, and winter wear available for exchange or to take away as needed.

 

RJ4All aims to provide a safe, accessible, and warm space to support our community facing the cost of living crisis and cold winter months. Our heaters will be on from Monday - Friday during our opening hours,  plus Thursday evenings. Please feel free to pop in for warmth, a hot drink, snacks and a chat! You can also visit our small charity shop with many essential items at reduced costs. Our pricing is simple: £0.50, £1 or £5 and you can get items such as clothing, shampoo, feminine products, toothbrushes and much more!

To our local community: how can we help you to stay connected? 

Many essential services such as health, education, welfare and work are now online - leaving the poorest people in the UK who are unable to access the internet at a severe disadvantage.


This is why RJ4ALL has joined the National Databank. Launched by The Good Things Foundation in association with Virgin Media 02, the Databank aims to help thousands of people from low income households to access the internet for free.   


We will be providing free data in the form of sim cards for those who are referred to our service.

RJ4All is an official Southwark Council Community Referral Partner and is authorised to make referrals to this fund for qualifying Southwark residents on low incomes. Residents who meet the referral requirements will need to answer several questions and provide some basic information prior to our referral being sent on to the Council for verification (for more details please see the full terms below). Upon passing these checks, the Council will send the referred household a voucher which can be used to offset the high cost of living.

This fund supports
Southwark residents who are on low incomes and pay for energy for their home. Analysis by the Council and consultation with residents has identified vulnerable low income households who do not receive welfare benefits as one of the groups at greatest risk this winter.

    Referral Criteria


    Community organisations are able to make referrals to the Southwark Cost of Living Fund Scheme where customers are Southwark residents on low incomes and do not qualify for existing support or welfare benefits and they meet at least one of the following criteria:


    • The household referred must be a Southwark resident (or have been placed in temporary accommodation by the Council outside the borough)
    • The household referred must have responsibility for paying for energy for their home
    • The household must have been identified as vulnerable and in need by the referring partner (there is no formal means-testing of those referred and nor will the Council probe the circumstances of those referred)

    Referral Process


    Before making a referral, the referring organisation should check that:


    • The household referred lives in the London borough of Southwark
    • The household referred pays for energy for the home where they live
    • Where possible, that a National Insurance number for the person referred is included (having a National Insurance number is helpful but not mandatory)
    • The household has not already been referred for support (from the date you start making referrals, a household may be referred only once. The Council will review this policy on or after 31st December)

    When the Council receives a referral it will carry out further checks to ensure that the household lives in Southwark and has not previously been referred for support by any referring partner.


    After completing those checks, the Council will send the household referred a Post Office Payout voucher worth £100.


    Vouchers will be sent via email by default, and delivered immediately to the recipient’s mailbox. The recipient must present their voucher barcode (email or letter) at any Post Office to receive payment. The email will contain the voucher. If the recipient does not have an email address then a paper voucher will be issued. Once printed, the vouchers will be posted out by first class mail and

    delivered within 7-10 days of the original referral.


    The voucher requires the recipient to present ID at a Post Office to redeem it. However, if the recipient does not have any of the listed forms of ID there is an option on the e-form to produce a no-ID voucher. This should be used sparingly and only where absolutely necessary. The e-form includes a declaration that the person being referred meets the eligibility criteria.
